I am a student working on a school NLP project. I am going to use TensorFlow and Flask for my application. Is there compatibility of TF and my GPU GTX 1060ti? Can I do all the calculations for the model with my GPU?

I think you can, yes. TensorFlow is designed to give you the possibility to do all the calculation on your GPU. And your GTX 1060ti should work absolutely fine.
